Honestly pic related from Applebuck Season looks more modern to me than the OP pic since I don't think that this kind of full glass counter has been around for that long. I haven't been able to find any good information on that with a few quick searches though, and glass-making has been around for a while.

Glass was only expensive on faraway places until the late 1800's mostly because it was fragile as fuck and the lack of good roads made it very difficult and expensive to carry.
Ponyville has a railroad that links it directly to Canterlot, so glass isn't difficult to introduce as something plausible. Now, electric generators and modern things like Vinyl Scratch's MP3 player is a different thing, ESPECIALLY when the final christmas episode showed her alternate self wearing a portable brass and wodden music box.

Actually, after doing some more thorough research on, those things aren't that far from each other. The kind of glass that could be used for bent roofs and such was developed around the 1830s, which is when people started experimenting with electricity generation. Railroads started getting built a lot in the US from 1850 onward and the first electrified railways appeared around 1880, which is also when the telephone was developed and general electrification started.
Vinyl's headphones (I don't think we actually saw an MP3 player in the show, but it is implied) are definitely anachronistic though, but that has kinda always been the case with her, she did have that DJ set in the S2 finale. In that respect, that gramophone is anachronistic for the early Victorian time period they were going for in that episode, too. It's pretty fitting for the show's usual technological level though, and there have been several gramophones in the show after all.

Maybe the more rural areas are lagging behind in technology and are jut getting access to them now. In Applebuck Reunion I believe there was a shot of Applejack using an older 4x5 to take photos while with this cap of Spike he is using a rangefinder w/ a speedlight.

Interestingly, manually operated washing machines like the ones in the left of that image are probably supposed to be did in fact exist as early as towards the end of the 18th century.
