Definitely. The episode all but confirms it, and comes as a very natural extension of Sleepless in Ponyville. It's the arc they've been hinting at and building up to for 3 seasons.
It probably won't come up often though, or take the front stage ever again, because shining a light on it requires them to deal with Scootaloo's actual parents sooner or later.

I'm not sure they actually will. They've become a family "too late", so to speak. Dash has already left the nest and all.
They'll probably get together for Heart's Warming Eve and similar holidays, and be there to congratulate Scootaloo when she graduates/learns to fly/wins the Sisterhooves Social or whatever, and when Dash is performing with the Wonderbolts the parents will bring Scootaloo along, and they'll drop in for lunch whenever either party is visiting Cloudsdale/Ponyville, but I don't think they'll spend much time together beyond such events. They live too far apart and have grown too far apart.
Dash and Scoots will spend time together, and they already do, but not as a whole family.

I'd totally recommend it it's my favorite episode of season 7 so far desu, but it's not exactly universally acclaimed, so don't get your expectations too high.
Mild spoiler: it was almost more a Scootaloo episode than a Dash episode, and that will affect a lot how much you can enjoy the episode, depending on whether or not you like Scoots.

I don't pay much attention to the comics, so this came as a surprise. In the comic #55, Windy and Bow make an appearance. There's also a small flashback with Dash's fillyhood. This comic is the first one of a two-parter arc, it'll end next month, and you can read it even if you haven't read any of the previous comics. It's not really special so far, but it's always nice to have more Dash, and Garbowska's ponies are cute.

Some threads ago, someone posted a link to pxls.space along with a template to draw Rainbow Dash there. A few hours ago, the canvas was reset. This is the last picture of the previous canvas, and SWAG Dash stayed there until the end. Also, here's a timelapse from the beginning, stolen from Reddit.

Well, I only know that Hsiao wrote Mulan and Toy Story 2, and I don't know anything about Ballarini. Maybe they like Dash, but I have no idea. About the other writers, Meghan has written many episodes, none of them was a Dash episode, and she usually gives too much spotlight to Twilight. Her Dash isn't particularly outstanding, but iirc, her worst "offense" was probably when Dash ran away in Three's A Crowd, so I'm not worried. And Vogel wrote Every Little Thing She Does, which was shit, but he also wrote Stranger Than Fan Fiction, where Dash was great.
So, it could have been better, but it also could have been much worse. I'm optimistic. And I think that the fact that they brought back the Sonic Rainboom is a good sign. I'm hype.
