I asked big Jim at a con once why he decided to write Glimmer, a sociopath, into the show for a redemption. His argument boiled down to "Don't we all deserve a second chance?". The fact that he is willing to keep including a character who very clearly doesn't give two fucks about others unless someone stronger than her (Twilight) tells he she needs to should be a very clear indication of why you shouldn't be teaching kids to keep giving someone like that chances. It's what they prey on and how they are able to keep control over you or others, they play off of good will and kindness of others to further whatever their goal is. You can't even compair her to someone like Discord, because even he has shown that while he is a bit of a shit being the playful trickster, he has an interest in truely making friends and can see where he's gone wrong and moves to fix it.

Luna is not on the same level as Glimmer. Luna was meant to be redemption and a guiding figure for other horses as is proved by her an Celestia talking at the start of season three. She isn't forced into episodes to try and befriending everyone and while she can come off a little cold, she is still shown to care about other horses feelings. Almost every single time we see Glimmer, she is abusing and ignoring someone, somewhere. There's a difference between cold and manipulative Anon.
