False, it was never specified how much magic a unicorn can use. Twilight merely said that unicorns only have a little magic relating to their talent, with the exception of magic-specific talents such as twilight and starlight, and arguably trixie.

I think the whole 3 spell Thing was just implemented to Show how Special Twilight is early on.

But if we take it as full cannon those 3 spells are most likely reffering to more complex stuff.

Any unicorn can lift an object and manipulate their surroudnings in various ways using Magic, but those 3 spells are more specific stuff. Lyra can Play the harp (headcannon: by forming her Magic glow into human Hands. >inb4 cancer)
