Well, in Shocker's case the ones controlling the world would be their modified humans under the Great Leader like said in the first episode. So, they aren't exactly "nazi" since they aren't fighting for an Aryan race, but the chosen race is still there just in another way.

In Skyrider they also add a bit about reducing human population, although I don't think that was ever explicitly mentioned in the original series.

Having a hero who kills humans is always a touchy subject. It always cast a grey shade on the super hero involved and scares children regardless of how much you paint the killed human as evil. That's why guys like the Punisher stand out so much. Also it's kind of weird that Hirayama had that fear when even in the manga by Ishinormori, Kamen Rider justifies his killing by considering the other cyborgs to be something like zombies that needed be finished. In Hongo's mind, he hasn't killed a human once.

I like how Amazons kind of challenged that executive decision and turned it on its head, with Alpha completely stopping a normal guy who needed to face some sort of punishment either though vigilante justice or by law and Chihiro attacking soldiers in his Rider form.
