I like the idea it being set on an aquatic space colony like one of Jupiter's moons, but terraformed to be semi-tropical. I picture the city she fight's monsters in being on the waterfront/beach.

Personally, I think keeping the Pirate normalish is a good step.Sperm whales are the natural enemy of giant squids so it makes sense for her to be her enemy. Turning into an Octopus should be a direct reaction to Ikanna kicking her ass.

Torpedo Punch is a standard rocket punch. Inku Beam is a high pressure blast of ink out of her belt buckle. Cephalo-Pinwheel is her spinning her tentacles around really fast and charging at her enemies really fast like a giant saw blade.
