It's a really tough question.

The puma twins have maximum floof but it looks a little too cartoonish at times, and in Conflict it ends up looking more like spikes than hair.

Motoko starts out with amazing hair, but as the manga goes on, it becomes flatter, and in 1.5 it looks pretty boring.

Deunan starts out with something rather basic but in the latter chapters it becomes much fluffier and more characterful.

Leona's hair fits her character perfectly and it's always nice but it doesn't stand out a lot.

Same with Sybil and Seska, it's nice but a bit too flat, and her headbands are what makes it work.

As for the various supporting bishoujo girls, they got nice thick bobcuts but it's never as fluffy and spunky as Motoko's hair. Kurutan is probably an exception, though.

F6 and F5 have lovely white hair but the main appeal is how well it works with the rest of their design.

2501's hair is gorgeous, but it doesn't have that wildness to it.

And all the other girls have simple variants of those hairstyles so I don't think they're worth bringing up.


So, all in all, I think I generally prefer Motoko's early hair, if only because the side bangs give it an unmistakable shape that strikes a perfect balance between tomboyish and womanly, wild and luxurious, but I don't think it can legitimately be called "the best", if only because there are other girls with hair just as sexy or just as fitting to their character.

I think it also depends on the color: Motoko's hair color often changes and I think it's at its best when it's a deep indigo color, otherwise I find it less interesting. Same with 2501 and Kurutan: they look a little plain with brown hair but amazing when blonde. F5 and F6, on the other hand, look better with slightly bluish hair that contrasts their bodies, than with grey or blonde hair, and the Twins look better when their hair colors are different, rather than when they're both blonde or both redheads.

I don't think Leona is mature or self-controlled enough to be a mother. She's good at bossing people around (be it her squad or her kendo class) but she really sucks at being supportive and understanding. She can't spend a couple days being nice to people without bordering on a nervous breakdown (and accumulating squids) so she'd make a terrible mom. The only reason why she manages to handle the Puma twins (who are basically kids in most regards) is because she's allowed to brutalize them as much as she wants.
