I've found that Kamen Rider has kind of a rough time meshing with other shows. Super Sentai and Metal Heroes are basically cut from the same cloth, so it's easy for them to mix. Kamen Rider tends to be too wildly different and somewhat more grounded. Even the craziest Rider show is still more grounded than the least-ridiculous Super Sentai or Metal Heroes.

Super Hero War Z was basically "Super Sentai x Space Sheriff, featuring Kamen Riders".

That's the cooler things about Kamen Rider, they rarely reuses the same motif/theme as much as Sentai & Metal Heroes

The issue with Super Sentai and Kamen Rider is that Super Sentai is, at its core, simpler and more "childish" than Kamen Rider. Even when the Riders look like goofy theme park mascots with cartoony eyes, one of the characters is revealed to have a backstory involving a friend's suicide six episodes in. You would never see that in Super Sentai.

So when the two shows have a crossover, something needs to give. Either Super Sentai is forced to undergo a slightly darker and a bit more complex a story than it's normally used to, or Kamen Rider has to become a smidge sillier and childish. It's not a massive difference at first glance, but you can't help but feel that something's off. Like in Super Hero War. Allegedly, Marvelous and Tsukasa got top billing, but while Marvelous did get all the juiciest fight scenes, it's actually Tsukasa who has more lines. The entire plot between them was basically a Tsukasa plot, and Marvelous was pretty much just an accomplice. Meanwhile, the only member of the Gokaigers actually capable of emotional turmoil and complexity was Joe, so he was effectively one of the main characters while the other Gokaigers were pretty much extras.

Either that or nothing's changed for either side and it clashes like a motherfucker. Here are the Kamen Riders fighting Badan when suddenly here comes KyoryuRed and the ToQgers out of fucking nowhere, completely throwing the mood. It's even worse in GP with the Niningers. It's like the Sentai are just in a completely different movie. They clash far too heavily.

On the other hand, Super Sentai and Metal Heroes are far closer in terms of general mood and feel, so they mesh together far more easily, so when you have them together, it's the Riders who end up being the third wheel, as shown in Super Hero War Z.

Not necessarily the style as the "Rider remakes", but something to make the suits more "military" and team effort to take down a serious threat.
Have a six member "Sentai" team go on a mission and fail to work together, while the "off colored" Ranger attempts to play by the book and ends up getting killed, resulting in the others becoming serious and work together.

It's weird. Decade was the leader/enemy of Dai-Shocker, but the head honchos of the organization were from Masked Rider X and Masked Rider Black. In fact, those were his primary antagonists in the film: General Jark, Shadowmoon and King Dark.
