This has been the case since W. There's nothing terribly wrong with the W Driver, and it doesn't even use the same kind of memories as museum sells. Same with Fourze, Drive, Ghost. It's all just neutral tech. I feel Gaim, OOO, and Wizard are kind of exceptions, since their power sources were dangerous.

I kind of would like them to get back to hesei phase 1/showa and have the riders not be human anymore, but it's far too late to just now be concerned, and anyway you can have a GREAT series without it like Fourze or W.

And at least we have Amazon, even if there's a part of this missing - riders are not human and have dangerous power sources, but they are not really heroes.

It´s likely since Ex-Aid has a shared driver, but it will depend on how the second driver works. Gaim had Marika (whose toys were the Genesis Driver, the Sonic Arrow and the Peach Lockseed, all used by male characters too), Jam and Idunn(unplanned, and Idunn´s lockseed was used by a male).

If Ex-Aid´s toyline allows for something like that then we may get a female rider.

I don't think so. At least if we go by the Alain mini-series he just hurt himself when he attempted to absorb a Ganma with his human body. You know whats the really bad thing about Kamen Rider?

You get between 48 to 50 episodes a year, 1 year and 48 episodes to watch and like the characters and once that is over you won't see them ever again(apart from the movie with the next rider) but after that all those secondary characters and even main characters you liked so much are gone, for good, forever even main riders they never come back outside of suit.
