The main issue is that the show never goes anywhere. It just continues on and on with the victim and phantom of the week format until it finally plays its "twist" in the last 10 episodes, but it's a twist everyone already expected. There are four episodes focused on Phoenix in the 20s which are pretty good, but after they're over you realize it was all completely irrelevant...

The overall execution does get worse too. The choreography starts getting lazier after the debut of the dragon forms. The Phantoms also stop going after specific emotional targets for the victims and just go "you'll despair with the fear of death!", but it's not such a big drop. The actual main issue is just how repetitive the show gets.

Haruto and Takeru have the same problem in that the show forgets they have character traits other than "hero protagonist who will save everyone" for long stretches of time.

Kouta on the other hand is also a self-sacrificing hero in that same vein, but the show builds that up in a more interesting way by focusing on just how much he is willing to give up to protect those around him, and contrasts him well with the more selfish motivations of the other Rider characters. Takeru and Haruto on the other hand wind up being the only characters who can actually do shit and have an effect on the plot and world around them, so their messianic archetype gets pretty stale after awhile.
