It does get better during the 10s and 20s, with better pacing and better use of the heroes compared to the first arc, but then the plot comes to a standstill during the 30s and we mostly get a bunch of pointless episodes, with only one really good one (An episode where all 15 Heroic Spirits fought at the same time).

After we got into the 40s the plot started moving again and seems to be decent enough, although not great.
