Episodes are mostly done in one, but also part of a larger arc (with scenes taking place in other time periods to further push themes of the episode or the main narrative).

In spite of seemingly jumping around a lot (since the setting uses is a Western comic book-like "super powers from multiple unrelated sources" concept) so far everything seems to be fitting together and pushing things forward, rather than just being unrelated incidents.

Not him, but the average human attention span is 10 to 15 minutes. If you work any longer than that your attention will almost always drift to something else and you will normally be working on auto-pilot or only paying partial attention while you thinking of other stuff. A break is advised in doing studying or work that requires attention simply to allow your mind to refocus by giving it something different to mull over for a few minutes.

I'm nuclear. I have no desire to actually work in science. One nice thing about that family farm I mentioned, is that it's one of the largest private and non-subsidized farms in the country. Shitton of money in it. My goal is to just bring together a bunch of smart people and pay them to make cool shit for me to stick my name on. I've got a huge interest in prosthetics and creating smaller power sources for them. Gotta cash in on all those baby boomers that aren't gonna want the dip in quality of life. Don't really know why I'm doing chem, but I felt like having a hobby.

I'm picky about releases, and if I want to do this entire series I'd rather not have someone scoop up the scripts, use comic sans and then slap words in bubbles that don't really fit. They end up uploading them to every scanlation site with a comment like "Oh I just wanted to help so I tried! You can wait for a better release later, but enjoy these for now!" and then no one else wants to work on it, and the only version available is the crappy one.

He's not carrying Claude's torch, he's pondering Claude's question "Do you fight for peace, justice or freedom." He's aware they can't all coexist, so he's trying to figure out why he's fighting at all. Claude was basically this world's version of Magneto, in that he's a helmet wearing old friend to the MC who wants to eradicate the normal humans to let the super humans prosper. Jiro isn't walking that path at all, and as long as he holds onto the doubt in his heart and continues to question the ways of the world, he won't fall into that darkness.

As far as I'm concerned though, the most important thing in a scanlation is the translation quality. I'd rather read a scanlation done in MS Paint using Comic Sans that is accurate than a pretty-looking scanlation I could frame on my wall but has a terrible translation.

Most important? Absolutely. Worse than what I just described is someone who barely knows any moon and isn't a native English speaker trying to translate something, or even worse, translating a Chinese or Korean scan that's already been translated once. But again, if I did this manga, it would be as a "serious" project in that I'd want to do the whole thing and have a proper release. If it was a one shot or a pixiv comic or something people just wanted to understand, I'd be happy to just post the translation in the thread (I've done that a million times, most recently with some of those Baker Sensei comics) so that people could know what's going on. Translation always comes first, but if you're going to clean, letter and redraw, why would you want a shitty job?
