The difference is that Chris was a very well developed character, and season 1 had all its ducks in a row. Everything from the slow, but eerie and heavy atmosphere of the intro with the characterization, through the MC learning to take over the relic based power they were given, to the villain turned anti-hero turned ally, to the mentor adopting said ally, to the bittersweet destruction of their mother.

Before Nanoha had her timeskip and transition into leadership, she was calm, cool, collected. always exhibited good judgement and was decisive in her action and duties. Can you really say Hibiki is anything close to that and should be in charge of taking care of or instructing anyone about their line of work? Remember, Hibiki is the girl that will gladly prioritize her own selfish pursuits over actually helping innocent people.
