Once upon a time, in a magical land called Sweden, a committee of tards looked at Dead or Alive Dimensions and banned it from their country. Their reasoning was that, despite none of the girls looking remotely underage with their d-cups, the stated ages for a few girls was 16 and that was terrible.
The developers were offended by this. They lost sales and received a piece of poor criticism for almost no reason, especially since 16 is legal in Japan. In response to this, they dedicated a character to them.
Their next game would feature a young woman with the body of a 12 year old, the face of a 20-year-old idol who looks 9, a personality of a 5 year old, and the age of an 18 year old. Then they made her Swedish.
After all of the other girls aged up to 18+ in line with the games story, Sweden had to allow it.

One of the big themes of S1 - particularly for Tsubasa - was moving on from your past. Hibiki moving on from her shitty family situation and the bullying, Chris from her traumatic past and Fine, and Tsubasa from her complete emotional dependence on Kanade. While yes, Kanade's death was essentially impetus for Tsubasa's character development, it was also the most physical, visible beginning of one of the main characters "moving on" in S1. The other reason it'd be bad to bring Kanade back is that it'd ruing the idea of the permanence of death in Symphogear. People dusted by the Noise don't come back, soldiers die in droves, the baseball kids, etc. Genjuuro explicitly can't fight Noise because it would kill him. Serena's dead, Mamu is dead, the dolls are dead, Carol is effectively dead, Ver most likely is, and they're all staying that way. The only character who comes close to having "come back" is Fine, who was previously established to have a resurrection gimmick well before her death anyways. Characters actually stay dead in Symphogear despite the show's overall relatively light-hearted nature, and bringing back one of these previously dead characters not only ruins the permanence of death, but also opens the door to bring back other characters. "If Kanade came back, why can't/shouldn't Ryoko/Fine/Mamu/Serena/everyone else?"

Not to mention, another major theme is fighting with friends and relying on others. Kanade died because she tried to fight by herself. Also now I'm out of character space.
