Actually sort of what Ghost did already. Hire a main writer who deals more in drama and put an increased focus on character interactions and development. Girls latch onto interpersonal drama much more than flashy fight scenes, and having a female character who plays a significant role in that (doesn't necessarily have to be a Rider even) will further increase how well young female viewers attach themselves to those character-based narratives.

Rider has done good female characters before. Shit, just look at Ozawa in Agito (although that's definitely not a role-model character). Akari is getting there too in Ghost, Kiriko started out as one but lost it at the end when she started to be nothing more than romantic love interest to create drama for Shin and Chase.
