Charge partitioning only applies to suits that have charge moves. It refers to being able to fill up your charge move gauge while also using the attack that the charge move is mapped to. You should be fine with most suits. Suits with machine guns as main weapons and suits that are heavily geared towards melee have their own nuances and might make learning the game more difficult than it needs to be, but they don't make it impossible. Focus on playing what you like and learn at your own pace unless you absolutely want to git gud as fast as possible.

The only suits i'd absolutely say to stay away from are overly complicated suits like the Hildolfr or incredibly specialized suits like the Cheridum and Epyon.

Maxi Boost is an arcade only game that is the currently used version, soon to be replaced by Maxi Boost ON in the foreseeable future. No word of a console port, and if here is one, an english version is unlikely.

Force is a vita game, made for the handheld. It's getting a english version for Hong Kong, because English is prominent over there. It's not getting a western US/EU release from the looks of it(or at least we do not know of one) but since the HK ver is in english, you may as well get that since vitas are not region locked.
