he chose cinema. I don't think much of what he expressed could really be captured in words, and if it were better expressed in words he would have done so. his films are like 75% atmospheric backdrops with ambient sounds anyway.
furthermore, a lot of his dialogue and free verse poetry sounds perfect fine, but probably reads like a pretentious mess
I don't even understand why you'd ever think that.
It was his choice to make films, not something imposed on him. There is nothing "out there" to accomplish, art is something created and each artist chooses each tool. Cinema did not limit him in any way, how could you say that?
And Tarkovsky did write, if anything, his own films as well.
I doubt he would have made the movies he made if he found the medium limiting.
