What makes someone a good writer?
Prose?
Story?
Ideas?

Basically a mastery of at least one of those categories.
Borges, for example, is great because of his ideas and storytelling.
Joyce is great because of his prose more than anything else, even if he was proficient on the other categories.
Meme value too.
This is not the place to ask. Half of these goofballs cant even finish what they write.
Your best is just reading the good stuff and learning it intuitively, but /some/ writing manuals can point you in the right direction as well.

John Gardner's Art of Fiction is a good one. Lajos Egri has it together too.

I'd say Joyce's greatest strength was in his ability to develop characters through the use of perspective and prosaic techniques.
