My cheap recommendations for starting out are LA Girl Pro concealer, Nyx micro brow pencil, Maybelline Lash Sensational Mascara, Real Techniques core collection brush set, and a BH Cosmetics or Coastal Scents eyeshadow pallet depending on what you want to do. BH has a lot of cheap, pretty ones, and Coastal Scents has a lot of cheap variety pallets. If you want a foundation, I use Revlon Colorstay, my skin is oily, I'm not sure what yours is like and the right foundation really depends on your skin type. If you get a foundation you might want a blush too, CoverGirl TruBlend Blush is a good, cheap one. There's a lot more to makeup, I'm not sure how far you want to go with it or how much you want to spend.

I know walmart and several other places have a $10 generic drug program, as long as you have a prescription it doesn't matter if you have insurance or not. If you're stuck with your parents insurance, I would suggest visiting your GP under pretense of illness and talking about it with them and trying to get a referral to a specific informed consent clinic. Then check your mailbox for the referral letter so your parents don't find it, follow up at the clinic, and get your prescription. Once you have it, take it to walmart.
