It's never too late to start working towards making yourself what you want to be. However, the big cutoffs for HRT getting the best results are starting before puberty (usually by delaying puberty until you're 18), or 25 since puberty is when T starts to create sexual dimorphism and around 25 is when your growth and development mostly stops. You can still get very good results after puberty though, and pretty decent results after 25 though you'll probably need FFS to pass well.
