For the most part I would agree, youth and genetics play a major role. Youth especially is of huge importance as to the entire attraction of twinks for a lot of men. Age has not hit them, so they have soft skin, metabolism has not yet slowed down and so they have slender bodies.
I don't believe it's impossible to reach such status when you have aged, or if genetics are mediocre, but it's an uphill battle. Very difficult to build a twink body when puberty and age is granting you giant shoulders.
