If you look naturally cute, makeup and a dress will highlight that and make you look "cuter". You can even use styling and presentation to hide some degree of masculinity.

But it can only go so far; you can only style a certain "distance" from your true appearance before you get that jarring "crossdressing" look about you, where it's clear you're trying to look like something you're not.

I think that's why the hormones are becoming such a big thing, because they raise that baseline femininity, which either raises your potential feminine-styling threshold, or makes you look more cute/feminine with your current style.
