concealer is easy, just dab a bit on areas where your hair is most noticeable and put ur foundation over that. use translucent free powder to set it so that it doesn't run, and cover that with setting spray so it all stays in place. u really didn't know any of this?

look up nose and cheek contouring too, they help a bunch to shape and make your face softer and more feminine

Primer isn't that necessary unless your skin is pretty bad and/or you're expecting your makeup to runoff because of staying under the sun or spotlights. Concealer is important. Use it under your foundation. Orange to neutralize blue/violet (dark circles and beard shadow), green to neutralize redness, plus a covering concealer on top. Then you can use your foundation all over. On top of foundation, you should use some blush on your cheeks, makes it more natural, just not too much. Loose powder if you like the look or sweat a lot.
Eyeshadow, I'd skip until you're comfortable with the rest. It's not really necessary and it can easily look like too much makeup.

Outline then fill. That's the easiest. I do it with a black eyebrow pencil. It's not the prettiest but it works. Youtube "eyebrow tutorial" and you will find tons of good videos and try to apply the technique. Practice makes perfect (almost).

Yeah well, my contour kits are both cheap. I went into the drug store and tried out the pigment myself. I'm not sure what drugstore brands you have over there but I'm sure you can find great ones for cheap. Maybe makeup addiction? They have lists on the sidebar of what's good at different prices.
As for the brush, before I just used a blush brush. It's not ideal but it'll work for powder. Or like I said a more rigid one like a concealer brush for cream kits, and a soft brush, like a blush one for blending. You could probably do it with the brushes you posted earlier.

It's easy enough to work with it in a car mirror. Less messy than powders so you can do proper finger blending. Won't look as good as carefully applied powder, obviously, but lugging around palettes and a brush set isn't convenient most of the time unless you like totes.
