your lips are a bit skinny-ish, and the current color draws too much attention to that.

if this was like 1-2 years on HRT I would say you didn't pass. But the thing is given that this is PRE I would just say bust your ass getting on HRT ASAP! You should have great results! Yeah your bone structure has masculine traits, but so do almost all trans women (inc me!) It sucks but that is life for us. HRT is a wonderful thing. The bottom line is, it is not about how much you pass. It is about who you feel you really are! Don't start HRT because you just want to be pretty and feel more people will think your hot as a woman. Do it because it is who you are and try your best to accept yourself for however you change based on estrogen. After-all whatever change you do experience will be that much closer to how you should have looked (genetically speaking) if you feel you really are a woman. If you have the means, and can do it/it feels right, DON'T WAIT ANOTHER MINUTE TO START THE PROCESS! :)

Otherwise the main things I'd suggest is to grow your hair out (You need an extremely feminine face to pull off short hair), shape your eyebrows it'll help downplay your brow shape.

As for general fashion advice, the patterns on your outfit are clashing and leaving nothing for the eye to focus. Switch out either the skirt or the top for a single colour like black (I'd suggest swapping the dress, I really like your top the tones work well with the colour of your hair). Also try adding a thick neutral toned belt to help form the illusion of a waist.
