In fact, I think this may happen naturally. By necessity two things will happen: manufacturing will happen in space and colonies will be built for self-sufficiency.
Space stations will almost certainly use nuclear power and when industrial cities are being built in the void; shipyards, ore processing, refuel and resupply stations, et cetera; there will be nuclear processing facilities among them. If nukes are necessary for void war, I have no doubt the nukes will be built in space.
Meanwhile, colonies will be organized in such a way that they must be capable of being isolated for decades and eventually indefinitely. The military forces of these colonies will be organized as defense forces and trekkers, not conquerors or geopolitical powers. Nukes will not be useful to them compared to artillery and missile shields and for those first few centuries whatever isn't useful isn't present. The result to all this may be a status quo where nukes become inconceivable to use against other terrestrials and are only thought of as space weapons.

I know you thought this through, but you didn't think it through hard enough. Nukes are heavy, nukes are also complicated, (like really complicated) and they're also expensive and will still be expensive if common warheads.

You can do just as much damaged with a shaped charge and a reservoir of water to a literal tin can full of expensive stuff and pressurized containers, and you can do it for pennies on the dollar.

War is not about having the biggest thing, it's about having enough of the things and being able to afford millions more things to out-do the other guy's things while he wrecks your things and you do the same to his things.

Nukes are a stupid weapon to use in space unless you can put one inside a ship, and even then, firing an oxygen bottle into a fuel tank and detonating it would be equally devastating.

The coriolis effect would only be an issue if the radius of the cylinder wasn't constant, because the velocity of the tube decreases as you get closer to the center. An o'neill tube is by nature cylindrical so coriolis effect wouldn't be an issue. Bullet drop would still be a pretty critical issue though
