That's not a IV, it's an early Panzer III, an Ausf D by the look of it. The Ausf B to D's were preproduction prototypes, but I've read they saw service in Poland and possibly Norway.

They experimented with a bunch of leaf-spring suspension setups before settling on torsion bars.

Yet still it is in Finland and if you had a Pz III turret and a Pz IV hull, you might aswell slap it togheter and call it the day. Anything is better than no tank and divisions (especially infantry ones) usually used whatever armor they could get ther hands on

M18 is a close second, even though I did not like working on them.(Ridiculous engine access. Undo a bajillion bolts and hinge down a plate. Yay, sucks if you don't have an air ratchet.) They were stupid fun to drive though. Like riding a 36000 pound roller coaster car.

From a functionality standpoint? He's not wrong.
The M4A3E8's were , as far as medium tanks in WW2 go, simply amazing in their cohesive balance of armour, gunnery and mechanical reliability.

Very very few tanks in their weight class could match their firepower, and the ones that could were lacking in other categories.

For a ww2 Medium tank , The old M4 is tough to beat. The E8 /76, even harder.
