Technicals are by nature improvised though. Ones like this are purpose-built vehicles. LRDG is about as close as I could find to a military unit composed of technicals, but like I mentioned, differ from Chadian tactics in their role as screening and harassing forces targeting the softer spots of the Axis flank, not the coup de main of the entire army going straight for the jugular.
That said, there probably were plenty of improvised and makeshift vehicles during and between the two world wars, but I couldn't find enough written accounts to give them space, and this WAS ostensibly a paper on African history to begin with.

Operating them on the streets depends on the state. My dad used to have a 1940s era jeep and we would drive it around the countryside in california with a replica 1919 mounted in the back. Yes, it is highly illegal to set up an electronic or otherwise remote fired trigger that does not require the use to operate the trigger himself for each pull. Even if you clicked a button to take each shot, it's illegal. I dunno, I've had an idea for a while now to try and build some sort of turret inside one of those cargo boxes that sit on SUV rails. Pic related. Remove the latch and add an arm to open the lid, give the turret a camera and control it from a tablet inside the vehicle, that sort of thing. The point of technicals is to be able to fire on the move at hostile combatants. It's the lightest of combat vehicles, and significantly cheaper (and most often faster) than any armored vehicles you'll find. In fact, with the high abundance of RPG-7s and other similar guided and unguided shoulder fired weapons, a technical is probably safer to move around in than an old tank or APC, since those have proven to be giant metal death traps in the middle east anyway.
