He didn't follow the commando order, and refused to pass on the order to fire on life boats.

However, he did use slave labor for construction of submarine pens, but it's not certain he knew of the extent of the crimes committed in those labor camps, as it would be multiple chains of commands under him. He SHOULD have known about it though, which makes him a war criminal, and this was also the reason he got a sentence.

But overall one of the good guys in German high command.
