I think you're getting this a little backwards. Woodland and arid patterns are camouflages that work in environmental extremes. Transitional patterns, by virtue of their incorporating both tropical (green) and arid (tan or brown) elements, are remarkably more useful in a general sense. In any given battlespace, the environment can vary immensely due to season, elevation, weather, the presence of water or snow, color change from deciduous trees and grass, and a litany of other elements. In Iraq we found ourselves in bright green orchards and drainage ditches all the time. The fact that humans always irrigate and plant trees, flowers, and crops in all establishments further complicates the necessity of camouflage. Environments fall along a spectrum of very dry to extremely saturated. It's a scale rather than neat little categories. If anything, it would be smarter for the US Army to field a transitional pattern to everyone, but retain arid, tropic, and winter uniforms for more focused issue.

Honestly I think there's something to be said for grey-green as a default solid gear color, similar to how od green and fde are used for rails, furniture, mag pouches, straps, plate carriers etc. It's very muted and blends into either greens or browns very naturally, which I think makes it a superior choice for a force that may transition between theater specific green or brown based patterns.
