They were desk jockeys were severely out of their element thanks to First Recon being re-purposed as a light mechanized unit. Though apparently Captain America was a nice enough guy before the invasion, he just could not handle any pressure at all and cracked almost instantly. Only reason he didn't get relieved is because his uncle worked at CENTCOM.

The reporter/author had lances spewing bullshit in his ears all day long while he was there, and only got one or two interviews with each of the officers. While I'm sure they had their dumb fuck moments, all command staff does, the account was very heavily biased and skewed towards the lower enlisted. In reality they most likely weren't consistently retarded, the major moments just overshadow the day to day.

It's still a junior's account against a senior, which is always going to focus on those glaring moments because they sure as hell aren't going to call shit on their platoon unless it was real bad. Another example would be about ODA 574 in the first few months of Afghanistan, the ODA lead had major issues with his battalion staff and later C-team that was operating in the area and did some really dumb things and encroached on the team's mission. Although those few moments were obviously retarded and lead to some shaky situations (a few casualties actually), it did not overshadow the officers in question's otherwise stellar careers and operational capacity. Not to mention a lot of orders are passed down from regional staff not in country or are otherwise disconnected, like SecDef to CENTCOM to Mattis to Godfather to the company commanders and are not always the most logical (also the case with ODA 574 at points).
