The Russians had a batch of Star Model B's that were "Arsenal Refinished" or whatever, the extractors ended up with that coloration. It's probably a combination of the method they used and the metal content.

Coulda, woulda, shoulda. ATF defied the written letter of the law to pull a classification as "armor piercing handgun ammunition" out of their assholes, despite the fact that:

1. 5.45x39mm is a rifle caliber, has always been sold as a rifle caliber, and no 5.45x39mm handgun is or ever was available for commercial sale in the US, ever.

2. The clear letter of the "cop killer bullet" law exempts calibers smaller than .22" bore diameter from the legislation. 5.45x39mm has a bore diameter of 0.214" and a groove diameter of 0.221", and will not accept a 0.220" diameter bore gauge.

Read the actual law:

Public Law 99-408 of 1986, the infamous "cop killer bullet" legislation, now memorialized as §921(a)(17)(b), reads

I know what those are, but what you don't seem to understand is that the bullet is a diameter of .220" or 5.6mm. That's not according to me, that's according to CIP. If you actually read the law, the bore and groove diameters are irrelevant because it specifically mentions the diameter of the projectile.

The bullet squishes down and fills the grooves because it's got thirty tons per square inch of force acting on its base because of the propellant gasses, and because it's got a soft copper jacket, unless it's even softer unjacketed lead. But for legal purposes, the groove diameter is irrelevant, as is the projectile diameter. The bore diameter is measured with a bore gauge--a 0.220" diameter bore gauge that doesn't fit into a 0.214" diameter bore.

Wow, I don't understand this leap in logic. The law specifically state 'projectile of X diameter'. The law doesn't care what the bore diameter or the groove diameter is. The bullet itself is what matters, and the bullet is 5.6mm/.220" and thus not exempted under the law.
