It's the effect of the blades rpm being roughly a multiple of the cameras framerate, so each time the camera takes a frame the blades are rotated to approximately the same position. It's a pretty common effect to see on film of anything fast enough to match a camera, helicopter blades and aeroplane propellers are probably the 2 most frequent places you'll see it.
