holy fugg, I decided to make a checklist of all the ships I needed to save for quests and realized it would take up almost 90 slots. I went back and only checked the quests that give unbuildable equipment rewards, but that still required over 60 boats, and when I mapped the quests out it seems like I'd have a bottleneck at the quest where you need 2 subs, and another quest where you have to clear 1-5 with crappy mutsuki class fleet. should I just ignore those green quests once I unlock my 3rd and 4th fleets?

For fighter heavy carriers, you need to decide if AS is worth it: are you taking heavy damage from enemy airstrikes, are you sortieing ships that can use Artillery Spotting and it would help kill the enemy better, etc.

If you are planning on camping on 1-5 in order to trade your sanity in return for non-stop fatigue levelling of kai ni DDs/CLs/CLTs like Yuudachi, Ayanami, Shigure, Sendai, Jintsuu, Kitakami, Ooi, etc. then you don't want to go above HQ 79. Do note to do event maps on hard difficulty you need HQ 80+.

Basically don't worry about it until you're near 80.

Theoretically the hardest part of 3-2 is the compass. Level hardly matter and I recommend you to use 2 5stars fully remodel kai DD and then put 4lvl1 DD there as fodders.
2 fully remodel DD should guarantee you A rank at boss node and at worst B if some of your boats sank.
