We hear lots of people from Latin Americas, commit crimes, and leave for their countries with which Japan has no extradition treaty.

At the end of the day, aren't we all just kind of racist at some level? Everyone in Japan was incredibly polite to me, except this one woman who was incredibly xenophobic. I later found out she hates all Americans, to each their own I guess. Other than that, I wouldn't generalize and say they are racist.
