Can't really advise you on weed since I don't smoke, but Galway is a student down so it shouldn't be too pricey. Also, I think Irish weed in general is supposed to be low quality, but idk, that's just what I've heard.

The language in the city and in most of the surrounding area is English. There's Irish spoken not too far from Galway, but at most you'll pick up a few phrases and place names.

How much of your course will be field work though? I'm sure there are sights around there, I know there are some old forts on the Aran Islands and shit, but I can't really think of any famous Iron age stuff there.

Also they do, I don't think they're doing too well and the Irish season is over now and won't begin until summer. I suggest watching some rugby, Gaelic football or hurling there, they're all quite popular in Galway.
