Creator here.
I used an existing open source font for the basis of the glyph shape. I edited it with FontForge. Note that fontforge is somewhat unstable on every OS except for linux. If possible, you should run a linux VM running fontforge instead of running the windows version of fontforge.
A good scratchplace for writing system design is MS Paint, funny enough. Though I did the one in your picture mostly in my head since I've been designing toy writing systems for years to cope with my dysgraphia. Picture related.

Don't know about Character Map; is that something like an IME?
Modern font display engines support arbitrary ligatures, so you could make syllabic characters that way, but it requires an excellent grasp on how digital typefaces work.
By grids, do you mean in glyph editing or font display?
For glyphs, grid systems are basically useless unless you drew out outline splines on graph paper. Otherwise, just get a feel for weight and curve shape by editing existing fonts. Cubic splines are much easier to make pretty fonts with, but quadratic splines are much more powerful for representing arbitrary curves (and can approximate "perfect" circle-like arcs better with fewer nodes).
For display, monospace is best space, especially if you're getting started with toy writing systems. Proportional text works very well for linear alphabets though, because each character carries a very different amount of information due to orthography.

Stroke width, "ink" amount (complex CJK characters have thinner strokes than simple ones to preserve the overall weight), and consistency in how regular the strokes are. That's the basics.

Using "females" there is a bit odd, at least to me. It's not technically wrong but it feels unnatural. "Female" is generally a more technical term, not a general use one. In hip-hop slang "females" is often used that way, however.

I remember making DJT #250 a long time ago when I was in college, but I rarely visit on this thread. I have stopped studying Japanese grammar overall now since I can just talk it out to my jap colleagues anyway. I still have a few problems in grammar but kanji is good since kanji is the most enjoyable part of the language. I have not taken any tests so far yet but maybe next year I might want to take N2 or N1 depending on my grammar ability.

The japanese government offers Monbukagakusho scholarships to graduates looking to study in japan. Post-graduate study, i.e. using what you learned to get a job
They offer this to about 4,000 people a year

In any case, i'll be able to continue my computer science studies in japan and use it to land a job somewhere reputable in Japan.

When your job tells you you have to learn Japanese. Other than that, it's nothing but polish for your resume.
