They have added a whole lot, especially with having much more control over your cities and where things get built and all that without fudging up the game format.
If you want to get it just make sure the video card in what ever you intend to run it on supports DirectX 11 or it won't run.

From the street, you have variety. If you have a walk around, some areas are very nice, but the older-poorer neighbourhoods are not so comfy (consider that many parts of outer Barcelona were separate towns in the past).

Same for the inside. Well-preserved old houses/flats of the richer neighbourhoods are bretty good.
