More embellishment on the skirt, perhaps a white pattern of some kind. Some kind of signature shoes (thigh high converse in a unique color or something for instance) might also help. Also consider props (like a backpack, or a part of her character--like a paintbrush if she was an artist).

Just flesh her out more as a character, then incorporate that into her design.

it looks like she has a basic outfit but it needs more personality? what are things she likes? incorporate that into anything, accessories even if it's simple things like a single necklace or a bracelet can really help, hair clips and ties are a thing too, ribbons maybe? go wild anon.
you can also add birth marks maybe? like a mole or something somewhere, maybe scars? think about what kind of a person this character could be and let it go from there
