It's not really true. Scottish regiments where highly prised in the UK. By ww1 they even had 'scottish' units that recruited from London and new castle. The royal family lived there about as often as London and loved to be photographed in kilts.

Scots are british and we're heavily over represented in colonial administration and military command. This notion of scotland being dragged around on English colonial adventures needs to die, as often as not it was totally the other way round.

The picture and the phrase 'thin red line' is often used to show british grit and cool head in battle. Scots were highly praised for there fighting ability in the British establishment and is recognised in other art such as the charge of the scots greys at Waterloo or of besieged brits hearing the sound of pipes in the distance during the Indian mutiny.
