Some countries were more responsible than the others. Germans were responsible for war crimes and destruction in Belgium and Northern France. There is no denying it. Brest-Litovsk Treaty was arguably harsher than Versailles.

This is wrong. The reparations were payable and Western Powers did everything to help Germany pay them (Dawes Plan, international loans).
