They were an ideal to strive to, the citizen soldier who stays physically fit and prepared for war even though there is no apparent immediate need.

Of course they didn't. It would take near daily training to keep up such a form. I'm sure that there were sine that did, in the higher castes, but most were farmers, and couldn't keep up the caloric needs of such a body.
