well, it could be that cultural mores concerning public spaces were stricter. chewing gum I don't think had the mass market it did today. they didn't have as many disposable consumer items as we did today. no plastics existed. there may have been more street sweepers and cleaners because they were cheaper then, or the advent of mechanical street cleaners were not as good as individual cleaners as a crew of street sweepers but was more cost efficient.

Germany only took about 5.1 million casualties (killed) in WW2. A large number of those were Austrians and foreign volunteers.
