The issue with using that software is it changes it's language based on your local. I can still make webms with it though.
My main problem is I need a quality screen recording program. I need to be able to capture scenes, but my the software I downloaded only records at 10FPS.

Part of the reason I use this shitty software is because I dont know what I'm doing. I've never done this before. Just the scenes are so good, and if I can animate several animations into a fluid webm with sound it would be superior to jerking off directly to the game.

OBS is used to capture video and you'll need to configure it here and there to make sure that whatever you're capturing isn't being fucked up by your settings. Things like bitrate and FPS, basic stuff.
Once you've got the file saved to disk, edit/convert it to webm. You'll probably want to cut the video if it contains stuff like pause screens or mouse movements but we won't get into complex shit here. Many frontends exist for this. If you play a lot of Japanese games, there is honestly no reason to not set your locale to jap. There is very few english software that will be affected by the change and it normally will just set the default language on some to japanese which is easy to fix. At the end of the day, emulation is still emulation and technically will never work correctly.
