The industry of web design is going to become very difficult for non-experts in the coming future. Small websites for small businesses don't require a web developer anymore. There are dozens of services where the client can make his/her/xem/zem own website, albeit ugly, but sufficient for current needs. HTML & CSS alone will not get you anywhere since the resulting product of these two alone will look hideous. And with JS's ridiculous frameworks, it's becoming increasingly harder to sustain a job in the digital design world. Not to mention that a teenager from India will be motivated to do it faster (and significantly cheaper) than you are.

But, have said that, you shound think HTML and CSS out of the box. Those two markup language work very well in medium/large scale (only if you don't need a native UI tho).
For example, today you can (using the right set of tools) create a book (literally) using only CSS and XHTML together - no need for PHP/ASP/.NET/RoR/ or any other background languages.
Yes, true, those two won't hold you in any job.. but I dare to say that, today, everybody need to now HTML and CSS - even if they are just "graphic designers".
I do have some strong critics againts them, bc in a non-so-long past, they think that web SHOULD WORK AS A FU***G PAPER. They didn't undestand the limitations of it.
And as limitation, I don't mean the tec to do the work, but the graphic experience coming trogh.
Web wasn't made to hold thounds of colors, variations and, specially, wasn't made to work with CMYK.
All that made some hard-ground to both - the design and the "operational" team.. wich, I dare to say, made us quite enemies :)

But all above that, you should learn it... work on it.. and do some test pages.. set your imagination free.
Learn about pattern and, most importantly, how you should think when creating a page.

All that will be very handy when you want to learn new languages.

You only need a text editor to do HTML. Check out Bootstrap, since it will take care of most of the groundwork for you and ensure compatibility with "legacy" browsers.

There are tons of guides for HTML out there... you can't throw a rock and not hit one...

Try lynda.com if all else fails.

I somewhat disagree. If you want to focus on graphic design, having an understanding of HTML and CSS can be very helpful.

The point of it isn't for you to build websites, the point is that you can work with a developer easily and design websites that follow standard conventions and can be developed easily as well.

HTML and CSS has progressed to the point to where you really don't need JavaScript skills unless you want to add complex interactivity to your website. Even then, if you understand the fundamentals of JS, you could probably get by copy and pasting stuff that other people have made to add that functionality to your website.

I wouldn't recommend starting completely from scratch with bootstrap, at the very least learn how basic CSS works and how people would create grid systems and layouts without bootstrap.

That way, you have an understanding of how bootstrap works before you use it, and when something breaks, you can fix it.
