I made the mistake of assuming the C16 kit was also B-die when it's in fact dual rank Hynix or Samsung E-die. Air doesn't have to come from right in front of the fan. I have an S340 with a solid front panel. The air comes through the top and bottom.
Removing the front panel so that the intakes have nothing in front doesn't change temps, I've seen 1°C difference at most and 0 most of the time.

Like I mentioned before I got the C16 kit to work at 3066MHz. The mobo is an ASRock AB350 Pro4 with the AGESA 1.0.0.6a update. Given how well that went I doubt the Flare X or Trident Z C14 will struggle to work at full speed on the AB350 ITX, but I'll find out this weekend for sure if it needs some tweaking or not.

The 1060 3GB has other problems than vram, it's also slower than the 6GB as it has less processing units. It's more of a 1060/1060 Ti situation.

Get the G4560. Getting the R3 is obligating you into buying a discrete GPU, which is wholly unnecessary for your use, and the extra CPU power will go mostly, if not entirely unused. You would also save on the MB going B250.
You probably don't need an NVME drive and could go with a cheaper SATA, but that's your choice.

Also, this doesn't matter as much if you're not overclocking, but I'd take the AsRock AB350M Pro4 over the Gigabyte you're looking at. It has slightly better VRMs and more importantly heatsinks on them. It's got an m.2 slot too since you want one.

Well, I'm not shooting for the limit, just whatever the 1700X will hit at 1.35v as that seems to be the safe voltage.

Hell I would have went with the B350 but none of them have 8 sata ports, and the ones that have 6 sata ports will disable 2 when you drop in a NVME drive while the x370 will run NVME+8 sata drives while disabling pci slots, of which I only need 1 for the GPU anyways.
