I think the real question is, why can't ANYONE finish a distro. You know, release a stable, functioning Linux based desktop OS instead of a broken mess for hobbyists to tinker with.

If you don't use non-free software then openSUSE comes pretty close to be a stable, fully functioning system with it's own unique tools.
Don't know why it is so underrated.
