Depends on what it's for or what I need. I'm going to assume it's for my current needs.

I built a new desktop a few months ago so I obviously wouldn't build a desktop. My current laptop is from 2011 so I guess that if I had to replace one computer, I'd probably replace it. It's currently a 2011 15" MBP and if had to replace it with a $3000 budget I'd probably replace it with another 15" MBP. If I could get my hands on one, I'd probably get a 2015 MBP as the touch bar replacing the function keys on the 2016 model is completely useless for me and a complete gimmick.

I've already got a desktop, a gaming PC, and a harem of laptops. Guess I'd try my hand at building a handheld.

I'd buy the most compact parts I can find, cram it all into a shell no bigger than the size of a Kindle Fire and buy some rosary beads to pray that it doesn't melt.

I can get a cheaper GPU since I don't game. I want a 4k monitor just for screen real estate. I'm a software engineer, so I have a lot of environments in VMs and need a lot of ram and a lot of cores for C++ compilation.
