Always consider an SSD. Try buying a large SSD for what you'd pay for your SSD+HDD combined, and add a HDD later
NVMe SSDs aren't for a faster OS boot, they're for productivity/scratch disk/VMs. NVMe and M.2 are not the same thing, M.2 is a form factor.
The Ryzen lineup comes with surprisingly good stock coolers. consider using them over any <$30 cooler.
Buying used is perfectly fine for budgets (PSU excluded)

I want to have finished building a pc by August 14, when I move to a different city to go to grad school. I want an nvidia gpu for machine learning projects.

How long should I wait to buy? Will prices drop? Should I go ahead and get everything but the gpu asap in case something is broken or something?

I work in a maintenance shop with two computers, a Core 2 Duo and a first gen i5. The computers have never been cleaned by the looks of it, there's a massive amount of dust and I seriously doubt they get any airflow really. They're still chugging along. You should clean dust and replace thermal paste about once a year or two for maximum performance, but PC's can take a lot of abuse before dying. (Dust in the power supply is probably the most likely thing to kill a PC)

I just put together a Ryzen 1600X and MSI X370 Krait Gaming board. I have a stable overclock at 3.9 with multiplier at 39. All is good with CPU-Z and HW monitor showing all cores sitting at 3.9. I decided to try for 4.0 and bump Vcore up and multiplier to 40, but when I booted into Windows, HW monitor and CPU-Z shows all cores are locked to 2.2. This only happens at 40 multiplier and 39 multiplier works perfectly. Is there a fix for this in the meantime or do I just have to wait for MSI to push out a new BIOS later.

Well that is the problem with RAM not on the QVL, they don't clock at the speed they are advertised to and when you try to, it gives you issues like not posting. If you manage to get your PC to boot, don't mess with XMP or RAM speed again and get RAM on the QVL next time.

Hi, I'm the guy who told you not to get the 1600X, because you end up paying more for what amounts to nothing.
Buying the R7 makes sense for mixed-workloads or workstation-esque tasks, not for purely gaming. Its value proposition disappears there.
If you are only gaming and don't care, and want to spend another $85 USD on another 3 minimum frames, that's your call. But that money would be better spent elsewhere, like on another 8GB of RAM or even a better MB. Assuming your funds are limited, it's poor budget allocation.

Might be limited space if you want huge tower coolers. And the front intake might be restrictive, but that can be solved with a Dremel or hole saw. There might be no exhaust, but if you read up on the ATX standard, the PSU was expected to act like exhaust for the case. Airflow and width is only really an issue if you're interested in overclocking and using overpowered graphics cards. The HDD/floppy cage might restrict your ability to mount long expansion cards.

There are cases from that era that can fit 120mm fans, if that's important to you. Making your own hole for a 120mm fan isn't that hard tho.

I occasionally assemble builds for normie coworkers for a quick buck. Normally I do pentiums, dual channel ram, and 2TB HDD's but I've found that for normie purposes, a pentium over a celeron hardly matters when paired with an SSD and dual channel also makes <5% speed difference for every day tasks compared to single channel. Storage space is up to them and I know price/gb it's worth it to go 2 compared to 1 but I digress - is this an ok normie build? I've done probably about 5 of the previously mentioned "pentium versions" only now have I really considered downgrading some things to reduce price to the client even further.

Lads, I just installed a Ryzen 1600, Asus B350-plus and 16GB 2666Hz Ram, I just put it into my old pc from 6 years ago running a SSD with Windows 7 on it.
It will post and I can get Windows to Run but neither my keyboard or mouse work and the BIOS would lag, freeze and stutter.

Any help would be appreciated.

Same thing happened here in basically the same circumstance. You'll have to re-install, or be cheeky and start the free W10 accessibility upgrade, and then put the drive into the new system when it asks to reboot to finish. Though I suppose you can't do that if you're recycling most of your old system (you need to use the old mobo and cpu).

Oh, right. Yeah, the EZ installer is just a way of putting an iso of W7 onto an USB so that would mean fresh install. Regardless i wouldn't recommend sticking to an old windows install at all because of how vastly different the drivers for it (chipset, audio, etc etc) are. It will most likely be an unstable mess and you might get quite frequent BSOD unless you somehow manage to find every driver that is installed and uninstall it.

You can always remove the hard drive, set your other mobo + cpu up on some table and plug the PSU in it, and then search for the drivers on internet and install them. It's wonky as fuck but it can always work.

If your fans are 3 pin, just buy a 3 pin Y-splitter. They'll run at the same speed, and they probably won't have any speed adjustment either, full speed only.

Also, generally speaking, you don't want to exceed 1 amp per mobo fan header, so make sure each fan draws <.50 amps if you're using a Y-splitter.

When you feel the performance is no longer what you want. An i5 can still produce good average framerates. It depends on how much you care about frametime spikes and stutter, which is where they really fall behind i7s and Ryzen.

You could potentially drop a 4770K or 4790K in there and improve things massively, but that's investing more money in a dead platform. You could just sell your current components to partly fund a Ryzen 1600 build.

Please stop parroting what you hear, the vast vast majority of games spread the load on 8 threads no less at a lot can do more.
GTA (V, and the Rage engine in general) spreads it's load to 16 threads very well, so well that every thread get an almost equal amount of work. I don't doubt that it could spread to more but i don't have a 20+threads CPU at hand so i can't tell.

GTA V really isn't that great an example of a game that benefits from more cores. It mainly benefits from strong single-threaded performance. Nothing will outperform a 7700K in it, no matter how many cores you bring into it. Here's a comparison between a 6700K, a 5820K and a 5960X featuring GTA V:

Not that anon, but my 1600 never breaks 60 under normal loads and will hit lower 70's under stress tests. I've got it oced to 3.7 on the stock voltage.

Not very motherboard has Wifi, if the specs does say it has Wifi but there's no antenna it doesn't mean there's no Wifi though. Laptops have wifi but no antenna. It just means it'll be worse than with antenna in term of speed and how well the radeio waves are received
