Always consider an SSD. Try buying a large SSD for what you'd pay for your SSD+HDD combined, and add a HDD later
NVMe SSDs aren't for a faster OS boot, they're for productivity/scratch disk/VMs. NVMe and M.2 are not the same thing, M.2 is a form factor.
The Ryzen lineup comes with exceptionally good stock coolers. (with the exception of the 1600X) consider using them over any sub 35USD cooler.

So I'm looking to build a new PC. Can somebody please explain to my why do you shill Ryzen so much when it falls behind 7600k in single-thread performance, which is seemingly what's important for most games?

Is it just that "moar cores is the future"? Also, is the lag behind in single core performance just not too important for older games since the GPU is the bigger bottleneck?

Haha, good one! Intel's best desktop iGPU barely matches a $60 APU, despite having a far more powerful CPU to work with. Now consider that the 7600K/7700K's iGPU is much less powerful (only a tiny bump over the HD 530 shown there).

Current Ryzen chips don't have an iGPU. You can pick up a used card on eBay for $30 that'll grind a HD 630 into the dust though. Considering that you can save $100 on the motherboard with Ryzen, you have wiggle room for that.

Most sites don't even bother to record 1% and 0.1% lows, so i5 st-st-stutter goes unreported.

And Ryzen's single thread performance is absolutely fine. Unless you only plan to play ARMA 3 or Cemu, there's literally no reason to buy an i5 in current year. Even Intelfriends have given up shilling them and now huddle around a 5GHz 7700K for warmth.

You can easily match a 1700X on the stock cooler. A 1700 will do 3.7-3.8GHz with it no problem. Overclocking is extremely easy. You literally just need to change two numbers in the BIOS, for the multiplier and core voltage. You can even just use Ryzen Master if you're uncomfortable messing around in the BIOS, though you're better off doing it that way.

Coolermaster have a cheap 4x120mm kit that runs at 1200rpm, it is a slow speed for the size so they are very quiet, nice for case airflow. They use Fan header connectors so if you're thinking in using molex you will need adapters.

The best thing to do is see what's available cheap on eBay. Mid-range GTX 400/500 and Radeon HD 7000 series cards tend to go pretty cheap and still offer competent performance. For reference, a GTX 570 or HD 7790 is pretty much identical to a 750 Ti in raw performance terms.

If you're buying something real cheap brand new, it's going to be a GT 710 or similar, which really can't do much except drive a monitor.

So i have two pre installed fans in my case and i can either attach them to the motherboard or PSU. I know the motherboard controls them so they arent loud but i guess since the psu uses them at 100% that means that my temps are lower right? Which one would you suggest? Which method do you use?

Probably about 10% less average FPS versus Kaby Lakes at 4.5GHz, but more than 40% for minimum FPS (0.1% and 1%) for all Ryzen 5/7s versus a 7600K, 15% or less for Ryzen 5 1600/X versus a 7700K, and 20% or less for Ryzen 7 1700/1800X versus a 7700K.

tl;dr - All Ryzens at 4.0GHz will have lower FPS than moderately OC'd Kaby Lakes. 7600K will "stutter" more than both versions of Ryzen 5, and the 7700K will have less stable minimum FPS than the 1600/X and 1700/1800X.
