OpenGL support was rather developed slow and incomplete in most drivers for a long time after each standard came out.
And I somehow doubt that vendors will bother implementing full and correct support for 4.5, now that Vulkan is out. Because for indie devs OpenGL 2.x is more than enough and AAA engines will use Vulkan anyway.
Who knows, maybe we will see an OpenGL implementation on top of it.
